On January 13, 2025, the U.S. Department of Housing and Urban Development (HUD) released a new Notice of Funding Opportunity (NOFO) for the Youth Homelessness Demonstration Program (YHDP). Through this NOFO, HUD will award a total of $72 million to up to 25 communities to develop and implement strategies to prevent and end youth, young adult, and young parent family homelessness. Up to eight of these awards will be prioritized for communities with substantial rural populations. The application deadline is April 17, 2025.

Details

  • Only entities designated as a “Collaborative Applicant” by their Continuum of Care (CoC) may apply under this NOFO.
  • This NOFO will be used to identify which communities (up to 25) will be selected to participate in the Fiscal Year 2024 YHDP.
    • The selected communities will then have four months to develop a Coordinated Community Plan (CCP), detailing how they intend to use their YHDP funding. Once the CCP is approved by HUD, the CoC can designate the YHDP funding to particular projects within the CoC.
  • Youth leadership is a critical component of the YHDP. Communities are required to establish a Youth Action Board to guide the CCP and YHDP project development.
  • More information about YHDP can be found on HUD Exchange.

The first round of YHDP grants were awarded in Fiscal Year 2016. Since then, there have been 124 awards to communities across the country.

YHDP funding is critical to aligning and strengthening community responses to prevent and end youth, young adult, and young parent homelessness. Because young people have different needs and face different challenges than older adults, we must ensure there is robust funding available for youth-specific projects.

We will continue to update you with information about this NOFO. If you are applying, good luck! If you have additional questions, please contact Trinady Maddock at trinady.maddock@nn4youth.org.
