On Wednesday, September 25, 2024, the House and Senate passed a temporary spending bill that keeps federal programs running at the same funding levels from the previous fiscal year, also known as a continuing resolution (CR). President Biden is expected to sign the spending bill (H.R.9747) into law today, September 26, 2024. This CR pushes the deadline to pass new funding bills to December 20, 2024.
This continuing resolution is a temporary spending measure. Congress still needs to negotiate and pass all twelve Fiscal Year (FY) 2025 appropriations bills, which will fund the government for the majority of 2025. It’s uncertain whether Congress will try to pass the FY25 appropriations bills or another CR ahead of the new December 20 deadline. The results of the November 11 elections will certainly influence how they proceed.
For now, the federal programs that directly impact youth, young adults, and young parents experiencing homelessness will continue to operate at their current FY24 funding levels, including Runaway and Homeless Youth Act programs and the Education for Homeless Children and Youth program.
Congress will continue negotiations for the FY25 appropriations bills after the CR is signed into law. National Network for Youth will continue to advocate for the important report language updates that were included in the Senate’s proposed bills.
