In July 2023, U.S. Department of Health and Human Services (HHS) issued a notice of proposed rulemaking (NPRM) to repromulgate the 2016 HHS Grants Rule, which reinforces nondiscrimination protections based on age, disability, sex, race, color, national origin, religion, gender identity, and sexual orientation. The National Network for Youth (NN4Y) strongly supports that reinstatement and also submitted comments to HHS on how to strengthen the rule. NN4Y recommended that to improve the repromulgated rule, HHS should allow for LGBTQIA2S+ specialized programs and organizations, institute a reporting mechanism for discrimination cases, and expand provisions related to sex discrimination in the final rule.
