On the morning of Friday, September 5, some Runaway and Homeless Youth Act (RHYA) providers received notification from the Family and Youth Services Bureau that non-compete continuation (NCC) grants were awarded. Providers submitted their NCC applications on June 17, 2025.
So far, NCC grants for Basic Center Programs, Transitional Living Programs, Maternity Group Homes, and Street Outreach Programs have been released. Providers have also reported that, so far, their NCC grants have been awarded at the expected funding levels.
If you are expecting an NCC award and have not heard anything by mid-next week, reach out to your program officer. If you are an NN4Y member, you can find a resource about the NCC grant updates from the National Homelessness Law Center in your member portal.
NN4Y’s last intel on new RHYA awards was that they were being reviewed by the Office of Management and Budget as part of the Administration’s new discretionary grant review process. It is likely that new awards will be released close to the end of the fiscal year, which is September 30.
Additionally, Congress has begun negotiations on Fiscal Year 2026 appropriations. Because negotiations are going to be tough, a government shutdown seems increasingly likely. During shutdowns, discretionary spending is halted—including new payments for programs like RHYA. It’s a good idea to prepare for gaps in funding as you plan for the new fiscal year.
