ACTION REQUESTED: The National Network for Youth urges its members and supporters to contact their U.S. Representatives IMMEDIATELY and urge them to signal to the Appropriations Committee their support for increased funding in FY 2011 for Runaway and Homeless Youth Act, Education for Homeless Children and Youth, and Adolescent Family Life programs.
BACKGROUND: The annual federal budget and appropriations process has begun. Of paramount importance to the National Network for Youth is the annual funding level for the Runaway and Homeless Youth Act. Runaway and Homeless Youth Act (RHYA) programs provide funds to community-based organizations to help runaway and homeless youth access emergency shelter, transitional housing, and support services.
Also of high interest to NN4Y are the annual funding levels for the Education for Education for Homeless Children and Youth (EHCY) program, which provides funds to state and local educational agencies to help homeless children youth enroll, attend, and succeed in school; and the Adolescent Family Life Care program, which supports projects to develop, implement and evaluate program interventions to provide comprehensive health care, education and social services to expectant and parenting adolescents.
The President’s FY 2011 budget request provides level funding only for these important youth programs. Fortunately, the President’s Budget is just the starting point. It’s up to Congress to determine how to spend taxpayers’ funds each year.
Members of Congress are currently weighing in by signaling their priorities to leaders of the appropriations committees. One way they do so is by including federal programs of importance to their districts in “program request letters” that they send individually. Another way they take action is to add their names to “Dear Colleague” letters endorsing funding levels for various federal programs.
Representatives Danny Davis (D-IL) and Judy Biggert (R-IL) have stepped forward to lead one such letter – A Dear Colleague sign-on letter requesting full funding in FY 2011 for EHCY and RHYA programs. Representatives Davis and Biggert plan to send their Dear Colleague letter on March 19.
A Dear Colleague letter is not circulating on the AFL program. Therefore, it is critical that U.S. Representatives be requested to include mention of it in their program request letters, which are due to the appropriations committee leadership on March 22.
